Actually, it's more of a case of us sending ourselves to Hell. God is willing to forgive us and welcome us into Heaven. However, we choose to sin, and sinning separates us from God in much the same way that fighting with a friend will distance you from that friend. Hell is total separation from God and his love.

In the end, it's our own rejection of God that sends us to Hell.
